Welcome to the Public Administration School of Catalonia, a hundred-year-old institution created in 1912 by Enric Prat de la Riba that provides training for public servants and employees, as well as for elected members in the different levels of the Administration. The School aims to be a national benchmark for agents promoting public sector training within the framework of the Catalan university system.
Today, in an increasingly complex context, the public Administration faces constant changes in the nature of public challenges, in the actors it deals with, in citizens’ expectations, and in the tools available to it. This context requires, more than ever, public employees and managers who are qualified, motivated, and committed to serving the general interest.
For over 100 years, our mission has been to bring about improvements and innovations in the Catalan public administrations through training and research in public management affairs, in order to promote a shared culture and shared values in public service, to help public institutions integrate new members into their work environment, and to improve the performance of the personnel so that they can fulfil their responsibilities and prepare the people in the organisation for future changes.
We strive to make the training of public employees and managers contribute to their personal, professional, and skills development. We promote skills-based training, customised training, and multidisciplinary working teams and we provide tools that facilitate continued education, innovation, creativity, collaborative leadership, and new learning paradigms, among others. We do all of this while capitalising on the potential of ICTs, through, for example, self-learning and open electronic publications.
As a final but no less important mission, the School promotes the training of senior public sector managers through master’s and post-graduate courses offered by the School itself or in collaboration with Catalan universities. In addition, we promote research, study, and dissemination in public administration affairs for the purpose of recognising and sharing innovative actions and good practices, generating valuable content for the community, and becoming an international benchmark. This is why we have collaboration agreements with schools similar to ours in different countries around the world (France, Germany, the United Kingdom, Italy, Russia, etc.) and with different organisations dedicated to training future public managers.
Public management faces new challenges and the Public Administration School of Catalonia is crucial for building a 21st-century administration that is more efficient, more capable, more transparent, more professional, and more upright. We play, for example, an active role in the implementation of Law 19/2014, of 29 December, on transparency, access to information, and good governance and in laying the groundwork for the new institutional model promoted by the Reform Plan for the Administration of the Catalan Government and its Public Sector. In today’s open society, an organisation like ours should serve as an institutional leader to ensure that public employees and managers are truly at the service of citizens.
